Living in Texas we have a lot of Mexicans buying properties. Is it sufficient to see their Mexican drivers’s license or passport or will I need more substantiation? So I can authorize any citizens of a US state as long as they have a valid ID?

That would be up to your state’s laws for the identification required for notarizations. But also keep in mind that some lenders might have even stricter requirements for some documents.
