How to Apostille a Birth Certificate in New York: The County Clerk Chain
A New York birth certificate apostille costs ten dollars from the New York Department of State, and same-day counters exist in five cities. The fee is the easy part. New York runs a county clerk step that most states do not, and where your birth certificate was issued decides whether you need it. A birth registered in New York City follows one path. A birth registered anywhere else in the state follows another.
A notary commission is not one business. It’s five.

An apostille is a certificate a state office attaches to a document so countries in the Apostille Convention will accept it. The background on the certificate is in our apostille explainer.
First Question: Who Issued the Certificate
New York birth certificates come from two systems.
Births in the five boroughs are registered with the New York City Department of Health. A certificate headed for an apostille must be ordered as a certified copy with a Letter of Exemplification, a separate page the city issues confirming the registrar’s signature. The exemplification letter is not a bonus, it is the document the county clerk needs. With letter and certificate in hand, the New York County Clerk certifies the city registrar’s signature, and only then does the Department of State apostille the county’s certification.
Births outside the city are registered with the local registrar or the New York State Department of Health. Certificates issued by a local or county office must be certified by that county’s County Clerk before the state will act. Certificates issued directly by the State Department of Health and signed by the state registrar skip the county step and go straight to the Department of State.
The Apostille Step
The Department of State charges ten dollars per document. Same-day service runs at five offices: New York City and Albany through the full business day, and Binghamton, Buffalo, and Utica in split morning and afternoon windows, with a ten-document limit per customer for same-day handling. Albany and New York City also accept drop-off, which is processed by receipt date rather than while you wait.
By mail there is no published turnaround, and returns go first-class unless you include a prepaid express label.
The Chain, Compressed
For a New York City birth: order the certified copy with the Letter of Exemplification, take both to the New York County Clerk, then take the certified set to the Department of State. For a birth outside the city: get the certified copy from the local registrar, have the issuing county’s County Clerk certify it, then the Department of State. For a state-issued certificate with the state registrar’s signature: straight to the Department of State.
Each link has its own fee and its own counter, so the full New York City chain is a two-office morning plus the state office, not one stop.
What Does Not Work Here
The New York office authenticates New York signatures. An out-of-state birth certificate goes to that state’s process. A Consular Report of Birth Abroad is a federal document for the U.S. Department of State’s Office of Authentications. And an informational or souvenir copy of a New York birth certificate fails at the first counter, because the county clerk certifies registrars’ signatures on certified copies, not photocopies.

FAQ
How much does a New York birth certificate apostille cost?
Ten dollars per document at the Department of State, plus the county clerk’s own certification fee for the step most certificates need.
What is a Letter of Exemplification?
A page the New York City Department of Health issues confirming the registrar’s signature on a certified copy. The NYC County Clerk requires it before certifying a city birth certificate for apostille.
Can I get one the same day in New York?
Yes, at the Department of State’s five same-day counters, if the certificate arrives with its county certification already complete. The county step runs on county hours.
Does an old certified copy work?
New York does not publish a state-side age limit, but destinations differ, and a Letter of Exemplification for a city birth must match the certificate it accompanies. Confirm the destination’s expectations before reusing an older copy.
